If I change the Dia of the prop from 17 3/4 down to 14 3/4 ? The pitch will remain the same 21 P.

speaking very generically.it takes a lot of hp to turn that big of a prop.
If your thinking of having a prop modified;Not possible to go that far.I would think that a 17 would be for a very large gearcase and a lot of hp. and the 14 3/4 for and average size with moderate hp.

Chris that is not near enough information to make an intelligent decision. Need motor size, WOT RPM and Gear ratio. Boat manufacturer, model length and weight. Prop manufacturer, model, Diameter and Pitch.

You'll raise the RPM and kill the thrust. You can't reduce the diameter that much, you might at most reduce it by 1/2"-1". The lower the gear ratio the greater the diameter needed.

not familliar with 17" dia i'm guessing u meant to write 14.75 to 14.50 if thats the case u wont notice a diiference maybee less thrust but so little effect

The prop will be easier to turn, all things equal.
there will be less surface area resisting the water, and you can turn the prop faster, = higher rpms.
like putting smaller tires on a truck.

Right, and go slower on top end, wind up the motor unnecessarily, if the tires are too small.
