With so many holes it could have been an electric capstan or self contained anchor windless. I would remove the silicone, clean and go to the underside and cover the holes. Then mix up some fiberglass and resin to fill the holes from the top, then re-gelcoat.

My guess would be no, but there are a lot of fishing contraptions out there which I'm not familiar with.

Welcome to iboats, new.

I'm with AllDodge. I don't think it's fishing related either and a capstan or windlass was mounted there. It's one of those mysteries "new to you" boats come with.

Are your plans to do some restoration or just do some things for safety and reliability?

If it's the latter, you could make a long plate out of aluminum, seal it with 3M 4200 and secure it with stainless hardware using the existing holes. Later on if you decide to do any resto, the plate can be removed and the holes permanently filled using epoxy and gelcoat. Just an alternative way of skinning the cat.
