What year is my 175 Mercury Black Max?

I have a 175hp Mercury Black Max that I'm trying to get the title for, but i need to know what year the serial number falls under in order to have a title made in Texas. Any help would be great. The serial number either starts with a zero "0" or a capital "O" followed by C217489.

Engine serial number 0C217489 is a 1989 MERCURY 2.4L 175 L (V6) Model number 1175412GD

If it helps you out any, the manufacture date of the engine was on 05/09/1989.

those motors are not worth having, you should give it to me, so I can use it for decoration around my yard, I will pay the shipping cost just to take it off your hands.

where did you find the serial number? ive searched top and bottom to find the serial number and cant find it and without knowing what year it is i cant order parts
