What year Johnson?

Model # j4besleos ,serial #g03890214 usa.The hood says 48hp. Engine starts on muffs but when it is in saltwater it won't start. Any ideas on year and the problem.(My neighbors boat).Thanks

I believe a closer look will show that is J48 instead of J4B. It is a 1995.

It is probably trying to start/run on only one cylinder or it is very sick. Check compression first. Then check for a 7/16" spark on both wires. Don't overlook the obvious-it could just be spark plugs. If that all checks out, you probably have a plugged up carburetor.
