whats the purpose of these PCV valves? defect?

I have a 4.3GXI-B, see sig for serial.

on top of the exhaust risers are a "PCV valve" #3857761, the starboard side does "gurgle" alot after engine is stopped, the port side however is not making a sound at all..

are one of these valves defect since they behave differently, whats the purpose of these valves?

Those aren't PVC valves, they are exhaust check valves. They keep water from sucking into the engine if the engine were to diesel after shutdown.
