Briggs and Stratton used something very similar to that on their lawnmower engines in the 60's. They called it an impulse starter. Essentially what one does is wind the spring up.....what you see there is a fold-out handle that gets turned several times.....you fold the handle back down and push a lever...and the internal spring spins the engine over

Essentially a royal pain; although I suppose that for some folks with physical limitations it might be OK. Give me a recoil starter rope anyday.
