what's this sound when i turn the key?

ok, i just swapped motors on my boat. i put a 90 hp evinrude and when i tried it out on the guy's boat everything went fine. i checked all the controls, forward and reverse, and etc. now i hooked it up to mine, installed the controls (it was set for a southpaw and i switched it) and hooked everything else up. when i turned the key it does this little squelch almost like a whistle or something. i don't remember it doing it at his place. but the motor didn't turn. so i was wondering if it was my battery. i got some jumper cables and did it direct to the battery and it turned on. my battery was at 47%. hooked up to charge the battery but now that i'm waiting i'm wondering if it's something with the cables. any suggestions as to what to check?

You already did. The battery. Loose, corroded, battery cables are the other possibility. You should check them anyway.

EDIT: You aren't talking about the warning horn are you? If that is what you are hearing, you will have to find the defect that is turning it on.

they sound a test beep when key is turned it, it tells you the warning horn is working.
