When did Force start rating HP at the prop?

According to Flyboymark "All Force outboards are rated at the prop since 1987(A requirement of BIA certification)". Does anyone have more info on this? Thanks guys.

From what I understand Force was the only outboard that didn't rate the power at the prop even after 86. The output regulations allowed for a + or - of about 10 to 15% and Force always made by on the -10 to 15% side.
