when on the muffs>>>>?

When I hooked the muffs up to my 1999 70hp johnson, i noticed that it was NOT shooting out water like it does when in the lake? Is there a problem with this?

Are the muffs over the water intakes?? I know a silly question but might as well rule it out as a problem right away
