With out seeing more than just the close up pic, I'll suggest that if the broken off base piece is hollow and the part it came off is also hollow maybe you could slide a piece of box or channel metal inside them and drill holes to put in screws. maybe a dab of 2-part epoxy for good measure. If the voids are different dimensions you can fill in with sheet metal shims. This side would then be stronger than the other, and when that one broke you would have matching screws on each side.
