Where do these go? Trim cylinder continuity springs?

I disconnected my trim cylinders from the drive housing to remove the housing for various service and I have washers, bushings and a pin. There are no continuity springs. However, my manual talks about them. Should they be there and where/how to they go in? The manual does not have a clear photo, just an arrow pointing that they are "there".

Part numnber 24-46312 is what I'm asking about.

I am working on a 1974 or thereabouts Mercruiser inline 6 165 hp, 250 CI with a pre-alpha (MR I think) outdrive.
