Where would you start?

1996 wellcraft 26se 7.4 bravoII.

Fuel gauge reads 0 with key off,turn key on and it registers 1/2. Problem is I have a full tank on board. Would you start with the sending unit or would you look at the gauge itself first?
How would you either of these units?

99% sure it's the sender. It is either hung up or the float has become fuel saturated. It must be removed to check its operation. Moving the float arm up and down full travel should provide a resistance reading of 33 - 240 ohms. However if the float itself is saturated, you will need a new float or a new sender.
