I'm not sure exactly what is happening in your application, but if you are laminating another layer to your transom, I would use microfibres or possibly a mixture of microfibres and colloidal silica.

im ripping out the old plywood and installing new ply wood ,,but the transom fiberglass hull is bowed so im thinking ill need to fill the void...between the flat plywood and the bowed transom inside ,,,,even though the bolts will be sucking it up toward the ransom bending the wood a bit

silica

is for fairly strong filler.. hard to sand finish..

best property,, it prevents saggin'..

microballoons

is added to other fillers to give loft/fluff.. not much strenght..

best property,,it's easy to sand..

milled fibreglass powder

very very strong.. but pretnear impossiable to hand sand..

best property,, strong..

The ply is giving all the strength so you only need to fill the gap to keep water out. Use the silica. If WEST still sells it, their cotton/linen fibers are the easiest thickener to mix and use. All fillers, except glass, take strength away.

You should also fixture the plywood tight to the transom till it drys, as to minamize the gap--Bob

Thanks Laddieservice. I have used grease very carefully in a lot of blind bolt holes. Hate getting grease on any wood. Love the wax way. :)

If you use a parting agent the holes won't take the epoxy patch up later unless you drill them out bigger. Otherwise, use small hex heads with fender washers and pull them while the resin is still green...just after it gets hard and is still slightly rubbery.
