Why is my 9.8 getting too hot

I have a decent pee stream coming out of the teltale but the motor still seems to get to hot and eventually the pee stream turns to almost steam. Could it be because it's not deep enough in the barrel and then when it's in the lake being deeper it will stay cool. See Picture.

Just posted the same response in another post. My 3.9 and 6 Hp Merc's both act the same way. When in a bucket, the tell tale barely trickles. Put it on the back of my boat, and they pee a strong stream. I chalked it up to different pressure (motor depth) between the bucket and boat. If convienent, I'd stick it on the boat and see how it does.

You're drawing axhaust up into the cooling system when it's in the bucket.
