pony, there have always been people like that and always will - it's just part of it.
You asked why would he be surprised - we can only guess, but here's a couple possibilities:
1 - he wasn't surprised, only acting like he was surprised.
2 - he was surprised because he just doesn't understand the job requirement of showing up for work on time and ready to work. He doesn't think it's important, and can't understand that everyone else's priorities aren't the same as his.
My company's work-time violation policy is one written warning followed by dismissal, but the written warning is optional.
