Why is this wire here ??

I was doing routine maint installing new plugs and checking all my fluids and making sure the wiring was all intact with no cracked insulation or hoses and found this strange wire. Someone oviously fixed something but I have no Idea how to proceed to fix whatever it fixed but do it right. Please help me. I'm new to boating repairs but I can fix most anything if I have some instructions..Thanx for this great forums. Here are the pics. This is a 115 hp evenrude 1979.

Looks like they wired the cables so the adjustments wouldn't change. Maybe the cable clamp kept working loose? Or maybe the adjustment knob kept loosening?

If it aint broke don't fix it. As Chris said, the cable trunions may have moving around due to a bad clamp.
