It doesn't senses water.....It detect a current imbalance between the hot and neutral wire. Under normal condition, these two would be equal. GFI would trips at a different of 4mA or higher.
Yeah, it can be a pain in the arse to keep having to go reset the breaker. Although, my mom's house main breaker panel have a bunch of them and she haven't had any problem so far. It requires to have them in new construction around here.
They have recently started making AFCI breakers - arc fault circuit interupter. They kill the power when it senses an arc, as a GFCI would when it sense water.

Some have made AFCI's code in bedrooms, but not here...yet. I've heard some negative talk about the AFCI's not worth the cost.
