Will a steeper prop fix this?

I had to change outboard units. I have a 165 6 cyl mercruiser. The outboard was a 165hp. I had and installed a 120/145hp outboard. The gear ratio is definately different. I went from 4300 rpm WOT to past 5000 rpm. Planing rpms went from 3200 to 4300. Both outboards have a 19 pitch 3 blade prop. Will a 21 pitch prop correct this?

This is an outdrive:

Now that we have that squared away, to find out if that prop will work, we need to know what size of prop you now have on it.
As a rule of thumb, an increase of 1" or pitch or diameter will give you around 200 to 250 rpm's of change. The more pitch the less rpm.

So, theoretically, to get back to where I was I need a 24 pitch prop. And incidentally, it is an outdrive.
