1979 Evinrude 85hp 85999R
was running great started right up ect. Then I got stranded, it ran out of gas. A week later. All I did since then put gas in and rebuilt starter. Now when I go to crank it, it just turns over sprays a mist of water out the 2 holes on back, makes a loud pop, sounds like when a car back fires and smoke pours out of the prop. THis is being done on muffs. Any ideas?

pump fuel bulb it gets hard and fuel is coming out the other end.
has: 4 new coils, new wires, new pluigs, new fuel pump, fuel lines and bulb, power packs, solenoid, and rebuilt starter.
