will this still work?? please help

i have a 86 classic 50 45 horse, i was going to check for junk in the carb bowl and found a 1/2 moon looking thing in the bowl i asked a "mech" and he said i could just leave it out. i know it was there for a reason but is it ok to leave it out or how and were does it go? this was the top carb and it looked clean in side the bowl with no junk in it also the motor was running like this

Have the same thing in my two carbs on my 86 45hp Mariner. It should have a short arm on it also that fits under the seal for the bowl. If you look up inside the carb you will see a area that is hollowed out, it covers that spot. You can run without it but if you hit rough waters it will cause small gas/air surges which will make the motor drop out than pick back up.
I kept mine in just for that reason. Hope this helped you out some.
