Just a suggestion..... that's plenty of force that can stress and damage the deck. Can you get below the deck and install a fair size piece of 3/4 sealed up plywood to spread the load? I would also seal every hole you drill with 3m4200 or 5200 to keep things watertight.

Yes bob I was going to put 1/4 steel plate on the bottom side and make it as big as I could

Thats thick and heavy! I am partial to stainless steel and I bet a piece of 10 gauge with large washers will achieve the results...will not rust either.
