On the Vortec intake, (which has only 8 bolts holding it to the cyl heads, vs 12 on the pre-Vortec) that plug in the front face of the intake would be right below the neck of the intake manifold. Can't really see too well in your pix but your valve covers look like pre-Vortec. And if that's the case no plug on the intake but for sure remove the lower end of the big hose that that connects the thermo neck with the circulation pump housing. It holds a fair amount of water. I am concerned that you did not get much water out of the block drains, a 4.3 block holds at least 2 gallons of water.

this is the vortec manifold.
if yours has 12 bolts instead of 8 holding it down then there is no plug there.
