Did you soak the carb(s) in cleaner then blow out with compressed air ?

Sounds like the idle jets are closed either by the lean idle adjustment or the jets themselves.

You didn't get those carbs clean. Didn't clean the orfice plugs in the bottom of the bowls did you? They are in the very bottom of the bowl where the last bit of gas lays and turns to gum. They must be absolutely, positively, squeeky, shiny, clean. They are deep in the hole behind the hex drain screw. You need a special screwdriver to get them out. You can even get them out without disassembling the carb. You can make your own screwdriver if you are handy. Get a cheap screwdriver with a 3/16" shank (think phillips). Cut off the business end and grind/file a new end as shown. It is vital that the blade sides be parallel, not tapered as a regular driver. A tapered blade will spread the soft brass orfice and make it even harder to get out.

Also, did you replace the gaskets in those carbs? You should have if you didn't.

Wow, I used a regular flat screwdriver to take all the jets out.....:^

A regular screwdriver works okay if they're not too tight in there. You need the special tool if they're particularly stubborn.
