Wont start! Evinrude 1974 85hp

Ok, posted a few days ago about fouling plugs.
Turns out the stator had melted (or at least parts of it did).

Got a new (used) stator from ebay and hooked it up.
Charged the gas pimer bulb, and some gas came out of the filter.
Pulled the filter and cleaned the gasket and reseated it.

So primed the bulb again, and pulled the choke all the way out, and started cranking away. No joy, not even a sputter.

So where do I go next?

Took the cover off the carburator and when i pull the choke all the way out the wings (the two big silver things that move) do not close all of the way.

Can you give me a step by step plan for getting this thing started?

You must have the choke plates fully closed for a cold start, so get that fixed first. They need to be perfectly synchronized, so start by adjusting the linkage between the two carburetors until they close and open together. When that is done, move the choke solenoid in small increments until the chokes close completely and will stay closed while you crank the engine.

If you have the automatic choke wired to the solenoid, you should disable it and use only the toggle switch for both purple wires on the solenoid.

Starting the motor when cold:
pump the primer bulb;
put the warm up lever all of the way up;
hold the choke toggle switch up and keep it up until the engine fires;
turn the ignition key to start.

OK I cant for the life of me figure out how to get those wings to clost when the choke is all the way out. I just spent 20 min taking rotating bit that contects to the choke switch, but that doest appear to move forward or backwards.

There is a little brass catch with a screw attached to the shaft that looks to turn the wings, but that has a flat bottom so it only goes on one way.

Any help would be greatly appreciated.

scratch that wings closed now.

If its been sitting for awhile... How long should it have to turn over before I even get a sputter?

If you have the chokes fully closed, the warmup lever fully up, and the engine turning the required 300 RPM, it should fire within 30 seconds.

Where is that located and how do I make sure it's all the way up?

Sorry that should be a Tracker Pro System.

The motor is sitting on a 16' maxum bowrider.

The guy before me had the choke and start for the motor hooked up to the original Maxum ingnition. So the Tracker Pro Ignition is not used.

So I've no idea where to look for a warm up lever or button.

Any ideas would be great.

On my controller, the warmup level pulls on the throttle cable without putting the unit into gear. It functions as a fast idle setting until the engine is warm enough to idle down.

My '72 100hp was a beast to start until I timed it with a timing light. Someone had messed with the idle speed adjustment screw and the timing was way retarded. Once I set the idle timing to 5 degrees BTDC it starts within a few cranks.

Primary function of the warmup lever on the 1974 V4 remote control is to advance the timing for a cold start - it does increase throttle slightly at the same time.
