WOT timing, did I get it right????

Hi there I have just followed Joe Reeves' WOT timing procedure by jumping the solenoid with a fully charged battery and the plugs out. My Evinrude 55 from the mid 70s requires 19 degrees BTDC for total timing so I set it at 15 degrees according to the above procedure.

My motor was initially showing 20 degrees total timing which I understand is way out! I'm a bit concerned that when I put the throttle forward the timer base only has to move an inch or so before it hits the stop? There is a lot more throttle after it reaches the stop. My question is, does this sound right? I just assumed the timer base would move with the throttle pretty much all the way to the end of the throttle travel? Am I going to nuke the motor when I take it out tomorrow!

Interestingly my power pack 'packed up' whilst I was checking the timing. Could there be any reason for this? I did hook up the battery to a charger and crank it on the charger. Did I fry something? I had to swop over to the power pack from my spares engine after some troubleshooting pointed me in that direction.
