Done a LOT of electrical work over the years as helper/apprentice, since my grandad was an electrician for 42+ years. First thing he tought me:

TRUST...but...VERIFY.

He should be fired for being that dumb and the bosses should be fired for putting someone in peril. If the bosses own the company, the state should be called. I don't like the state getting involved in stuff, but they have a responsibility to NOT put their employees in unnecessary danger. However stupid the employee was the bosses were negligent which is even worse.

At the company where I worked, as of about 2 years ago the dummy AND the bosses would have been fired immediately. Our LOTO policy was tightened to require immediate dismissal not only for violating LOTO, but for failing to report a violation you witnessed. Within about 2 months at our plant, 2 production workers and 2 production supervisors were fired for loto violations, just in case we thought they weren't serious about it. The violations were going inside the tie bars of shut down presses to clean out dropped parts. The presses were shutdown but not locked out. Message delivered.

Curious - if you were working on a 480v breaker and unsure if it was hot, AND your two bosses stepped back 5 feet, told you to "test", would you stick a screw driver in it????

I would hand them the screw driver and tell them to do it. If they didnt like that, ya I would stick the screw driver somewhere and the bosses wouldnt like it.

I would (and have) politely tell them that are in a danger zone and are unqualified and unprotected from arc flash and that I will not proceed till the area is cleared.

Seriously, if he expected you to check to see if a circuit has juice by sticking a screwdriver in there then you need to file an incident report, that's what a multi meter is for. I know they cost more than a screwdriver or a squirrel but a heck of a lot more safe.

Somewhere in your shop there should be a policy and procedure manual, in it there should be a list of things that should be done when working on electrical circuits, some of the things in there may sound stupid but are for your safety, like removing rings or necklaces and that any electrical circuit should be locked out and verified that the circuit is turned off and no power is present by a qualified technician

Just remember that OSHA is on your side and they state that an employee can refuse an order if he or she feels uncomfortable doing it. You also have the right to clear the area of personnel that are unprotected and you also have the right to have another qualified person with you to be an observer.
