Most likely problem is a fuel restriction. First check compression and fire. If OK then go to the fuel system. It can be anything from a fuel tank pickup to a carb problem. To help isolate, I use a small tank with fresh fuel and a known good hose to run the engine on while testing. If the problem is still there, then go to the carbs and fuel pump. They didn't make a ProV in 1984, you need to recheck the model number to be sure you have the right manual and parts to work with.
