Yamaha 15 just shuts down

I run my 15 hp 1997 yamaha and after a minute it just shuts down. I choke it and it cranks back up and runs for a minute and shuts down again. This is a continuous cycle.

what maintenance history has been done?
fuel pump, filters, spark plugs, impeller, thermostats.

have you tried pumping the primer ball to to see if that helps? does it stay hard or is it soft?

i pump the ball and it feels almost full each time. I have done no maintanance on this motor what-so-ever.

the ball feels practically full each time. I have done no work on this motor.
