yamaha 25mshd

i just got a yamaha 25mshd from a garage sale for 600$ (which i thought was a great deal) but yesterday i took it out and i could not get it to start.
it did not come with anything besides the motor fuel line and gas tank.
the person that i got it from said it was her grandfathers and that was all she had with it

is there supposed to be an ignition switch that you have to switch on before it will start? like on a throttle box or something? (if so it did not come with it)
or could it be that the kill switch on the motor is malfunctioning?

it seems like it is something like that to me because it doesnt even try to start but i am not sure

Is this a tiller motor, if so there should be a kill lanyard attached to the tiller most likely

yes it is a tiller handle
i will post pics later when it gets lighter outside

EDIT. i am pretty sure that has to be it, it has the plunger with no lanyard connected to it.
i will still post a few pictures to make sure, all the motors i have had before have been old motors so they didnt have one so i am not positive

For testing purposes only* you can pull the plunger out and put a big zip tie around it and see if it fires up or see if you are now getting spark.
