Yamaha 28hp outboard help

Hi , i bought a 28hp yam long shaft outboard for my 15ft fishing boat , the engine was previously fitted to a small speed boat which the guy we bought engine from took us out on to show engine working ,

I have just noticed ther is a casing cracked which goes round the shaft that I am guessing goes down into gearbox for selecting gears , it looks strange as it's just leaving a big open hole

I will try load pictured see what you's think ,

I'm sorry, but I can't make much out from these photos. I'm not sure what I'm looking at.

Sorry I dint mean to put 1st picture up in 2nd picture to rhs is back of leg about half way down if you zoom in you will see the hole with small rod going down ,

I will try take better picture tonight

I'll look tonight at my motor (C25) and see if it's similar. But it doesn't look good from what I see. I don't see a 28 horse Yamaha listed anywhere, however.
