Yamaha 30hp twin cylinder

Hi all.

I know this is a popualr question but my situations a little different.
My family own a dell quay dory, with a 30hp yamaha, not sure of serial or anything but beleive it to be late 80's, or early to mid 90's. twin cylinder, pull start.

Anyway, when running, the amount of cooling water is very small, and when idling the small stream turns into fast droplets almost a stream but not quite.

Impeller was changed every year but the amount of cooling water has never really changed over the last few years. It is moored at sea, gets beached every time the tide goes down. It is not flushed through with fresh water after use and therefore not good!! I was wondering is there was a quick and easy way of cleaning out the cooling system without removing the head, and in a few hours while tide is out, while engine is still on boat and is tilted up! No hose access or anything, middle of beach. I have tools etc but nothing specialised.
