Yamaha 40hp trim won't go all the way up

I've been struggling with this problem for a couple seasons now so figured I'd try to see if any of you guys could offer any help.. The power trim on my 40HP Yamaha outboard motor won't go all the way up. Trims down perfectly but only trims up a little after it's gone all the way down. The trim motor continues to run when attempting to raise but the motor doesn't lift any further. There was a lot of air pressure released once I opened the trim fluid valve. And I tried to bleed the fluid and refill, but that didn't help. It didn't seem to be a fluid leak because the reservoir appeared full. At any rate I'm close to my wits end on this and wanted to see if any of you had any reccomendations.

What 40 hp motor are we talking about?

Will the motor move easy by hand when the manual release valve is opened?

Did you have the motor raised all the way up and locked with the lever when you checked and refilled the T&T?

It's a 2003 4 stroke Yamaha 40 HP.

Nah, it didn't move easily at all by hand when I opened up the manual release valve. It was pretty tight.

Yes, I did have the motor raised all the way up and locked when I checked and refilled the T&T. I did this by holding the power trim button up for a while which didn't lift the motor, but it allowed me to raise by hand.

Do a search for filling a T&T. I believe it says to lift manually to avoid the air bubbles. My motor will move up and down without too much problem with the release valve open, so you may have a problem with some rusted parts and binding.
