yamaha 70 etlg (88)h20 pump

does this outboard need a sleeve inside the h20 pump housing next to the impeller and does it have a key that fits in the shaft tahat turns the impeller?

Yes - there is a metal 'cup' that the water pump spins in. It is as tall as the impeller and slightly smaller diameter and the impeller 'squishes' into this cup to make a tight seal. This is underneath the plastic water pump housing. Your 2nd question is if the water pump shaft has a key on it to turn the water pump and the answer is yes I believe it does. I did not change mine this year but I am sure it does.

If you buy the water pump kit, it comes with all the parts, new woodruff key, cup, gaskets, impellar, etc...get the kit and replace everything, only cost a few bucks more than "just the new impellar". Check: SIMYamaha-Andy's Tips gives step by step instructions with photos for water pump replacement, different HP motor, but the basics are very similar. Good Luck!

The housing comes separate from the kit
