Where can I get ahold of Yamaha Diagnostic tools software for a laptop that plugs into the motor?

You have to be a dealer. A dealer may be able to order the harnesses and software for you but Yamaha might question "Why?". Cost would probably be a bit steep to work with just one motor. Probably wouldn't be cost effective.
