Yamaha F115 Throttle Box (703) Problems

I have a 2005 F115 which is running great. The only problem I have right now is not with the motor itself but with the throttle box (703). The problem I am having is that the "high idle" lever (the small lever you can lift to increase engine speed without being in gear) raises almost all the way up with normal resistance but with no increase in engine rpms. When it gets almost to the end of its travel, it gets a lot harder and you really have to pull on it very hard to get the motor to speed up any. I mean this is only in the last 1/4"-3/8" of the little lever's travel. I am afraid I may break it so I don't pull it any further. When I engage the throttle, the motor seems to accelerate fine so I am guessing it is not a engine issue. Could someone please give me some insight as to what may be the problem here. Is there some kind of linkage adjustment that can be done to fix this? Please, if anyone can tell me what is up I would appreciate it. Thanks.

sounds like a cable is failing. dissconect the link at the engine and try it. if it now moves freely suspect a cable. especially if its a black teleflex cable.
