YAMAHA F225 SURGING. rodbolt question

I have twin 2003 F225s. the starboard motor will intermittently surge only when the RPM range is between 8-1200 usually after coming off plane. I can increase idle and the surge will go away. does not happen on a regular basis, maybe once every few trips, but has been doing it for about a year now. Motors have 500 hours on them.
All filters and plugs have been changed, pumping bulb does not fix issue, TPS has been tested and set. no codes.
