Yamaha L4 3.0 trim/tilt pump concern

I'm in the process of resurrecting an Ebbtide 170 XS with the Yamaha L4 3.0 engine/stern drive in it. In a previous post I resolved a coolant water blockage in the stern drive unit so now I can start it with coolant water in the system.
The new issue - and I'm not sure how much of an issue - is the trim/tilt hydraulic pump. When I bought the boat it had been sitting uncovered for about 6-8 years and of course all the upholstery and ply was shot and I spent the winter re-upholstering the boat. One issue was obvious, the prop was really dinged up as though it had been trailer-ed without raising the stern drive. The stern drive is now in the up position but the trim/tilt doesn't operate. The relays click but the pump doesn't operate so it could be a blown 100 Amp fuse (easy) or the motor/pump is shot (not so easy). I'm thinking of replacing the 100 Amp fuse with a resetable circuit breaker (they're only about $10) and then if that doesn't solve the problem pulling the pump motor and maybe rebuilding it. The other possibility is a frozen pump but I don't think that's common.
Does anybody have any experience with this pump assy and advice?

Ayuh,..... Never seen what yer drive uses for a trim pump,.....

To test the motor, jumper right to the motor's wires from the battery,....
When the relays click, is there power to the outlet terminals,..??
You've got a test light, Right,..??

If a replacement is necessary, Sei sells an off-shore knock-off of the current issue Merc pump,....
'might take abit of reriggin', or not, to do such a swap,....
