year of motor

Hi all, Can anyone help with finding the year of this motor as I have looked everywhere with no luck, Thanks in advance for any assistance . Top number is "E48C" which I am told stands for Enduro 48hp Commercial ,the number below this is "670 L 346693" its a pull start and looks ex military as it is painted olive green with a red reflector on top of cover .Thanks again for any info.
