Yet another regulator/rectifier question

My motor is a 1990 Johnson GT100, and I have no problems with it, except that according to two voltage gauges (one onthe GPS and the other an analog one) it doesn't start charging the battery until the motor has been run about 15 minutes. Is this normal? I typically putter around for about 10 minutes and then stop, and I never get any voltages above 12V. When I troll or motor about for longer than say 15 minutes, it will jump up to 13-13.5V on the analog and the GPS says about 12.8V. Sometimes it will even cycle between the 13V and then back down to 12V.

Anyone have any thoughts? And yes I have checked the wiring and the grounds, and also checked with a third meter right at the battery. I have not delved into the motor wiring just yet, wanted an opinion on here first.

I think that would be the way to go.

I know my Force outboard doesn't start charging until the motor reaches 1000 RPM.
