Could probably go either way.
A few years ago, some stores were selling thong underwear for 10 year old girls, with suggestive phrases like "wink wink" or "eye candy", printed on them. There was a good amount of public outrage and the underwear was removed from the stores. The term has stuck in some similar situations.
Could have been a totally innocent comment also.
