except for the deflector down there. Is it supposed to be there, or across from the other (middle) one? Asking -- don't have the answer, but seems like it would block flow on the right side of the head.

The deflectors are in the right places. Maybe there's a blockage in the head cover. You should be able to test with the head off by running a garden hose to the head outlet and see if the water comes out the slot at the top. Have you had the head cover off?

Yes I had the head cover off and it all looked fine. I double checked the head gasket everything was on right. I tried taking the exhaust off wasn’t sure if I would be able to see any blockage but it doesn’t want to come off.
If there was something wrong in the lower unit or middle section would that cause less water flow in one side?
Or would running it on muffs and not in a barrel with water cause one side to get more water?

If the water is getting into the area between banks, it should cool regardless of lake/tank/muffs.

Those have nothing to do with the cooling problem you are having !------Are the orange / blue stripe wires going to the top coils ?

i ran hose water thru the outlet of head and the water went thru fine. all the visible holes look clear. the head gasket was on right . when at idle the port side water flow comes out like a garden hose on your house taking up the whole ID of the hose. The starboard side when the water is coming out it only take up half of the ID of the hose if that makes sense.

Can i be having an issue with the water tube going into the bottom of the motor or would that cause not enough water to both heads

made sure the pin hole in the housing wasnt blocked and still running hot on starboard side.

Since the temp seems to climb quickly after start up, I wonder if there is a hidden blockage remaining in the pin hole. Did you run a small wire through it, maybe carb spray?

I don't know if you've tried this: with both hoses off and motor idling (you say far less water comes from the stbd when you tried). If you partially cover the port outlet, does the water coming out of the stbd side increase or stay the same? Remember the stbd side is higher, so gravity would make more water come out the port side.

I did partially plug the port side and the water didn’t really seem to flow any harder in the starboard side. I’m new to outboards so I don’t know if the water pressure On starboard side is a normal flow.
If it is a normal flow than could something else be causing it to run hot?
If I pulled the power head off could there be blocked holes underneath?
Would running a solution thru the engine help clean out anything that could be there?

I thank you all for helping.

Could the oil not be mixing properly with the gas and having the starboard side run too lean and getting too hot.

Are you giving it plenty of water on the muffs?
The muffs need to be overflowing, I've seen people reduce the water trying to get the motor to suck the muffs in.

No. Upper carb supplies the upper two cylinders on opposite banks, lower carb supplies lower two cylinders on opposite banks.

Don't pull the powerhead. If water is getting into the exhaust chest that's enough to prove flow. There's very little restriction until the thermostats/poppets.

Just to be clear you said you had the head cover off, you understand the head cover is not the head?

yea i understand ive had both the head and head cover off. i dont even have the hoses hooked up to the thermostat housing so the thermostats and poppets cant be the issue. SO pretty much there has to be a blockage somewhere even though i dont see anything?

could the new water pump not be pushing enough water up?
