Having the RED lever of the "Fuel Primer Solenoid" in that position (pointing away from the solenoid) allows fuel to flow constantly to the intake manifold reed valves when you pump the fuel primer bulb and also when the engine is running.
The proper "automatic" position is to have the pointed end turned all the way clockwise so that it is pointing at the other end of that solenoid. In this position, fuel flows to the intake manifold ONLY when you push the key in.... Same function as a electric choke and the way to treat it.
