I purched a old lower unit. Removed all parts cleaned and reassemble per manual. While test running is on a hose. After 30 minutes or so, water slowed down and motor was getting hot.

Removed it this evening, the water pump housing had a gummy sticky stuff blocking the passages the impeller was sticky.

The only thing on the lower unit that I can find wrong is the is slack from the to and lower shaft. I believe the shaft was moving up and down causing the impeller to rub top and bottom of the housing.

I removed the roll pin and there is a metal adapter the roll pins go through that appears to be worn out. Is the 2 part drive shaft connect tight so the top shaft hold in place?

My motor is a new rebuild as well. During 2 other run test, 10 to 15 minutes each. Pump pushing water out the pee hole with force. Problem started while running in gear 1000 to2000 rpms
Motor was getting plenty of water when I did the first run on lower unit.
I don't feel like the lack of water was the problem.
I may be wrong.

Should the top shaft and bottom shaft be fitting in a manor to hold the shaft ridged? Mine has an 1/8 of slack up and down.

Impeller was not getting enough water.

Normal for 2-piece shaft to have that. Are you using the newest impeller that has o-ring under impeller?
