Still haven't got around to fixing...
But it would appear that the life expectancy on hull fittings on a budget boat is exactly 40 years. Coming back yesterday, "hmm, didn't we dock with the stern facing the other way?". I swear the cleats don't look like this was possible. On the plus side, the #10 screws are still holding strong. Surprised this junk looking metal lasted this long.

It had been cracked for a while but probably not readily visible when installed without close inspection.

Yeah, looked just like salt corrosion/finish bubbling. 4 new SS cleats incoming...
Probably going to have to drill new holes. Forwhatever reason every manufacturer I've found that offers both ss and pot metal space the holes slightly different... just to screw with us I suppose.

Actually gives me hope that the screws can actually do a decent job. Embarrassed to say that the plan for the bow is now new screw holes-->4200-->send it until it breaks again.

Be sure to use a backing plate for a cleat installation.
