Disconnect one spark plug and try to run the engine and see what happens. Now reconnect and disconnect the second spark plug and see what happens. Let us know The results.

mybrother used to have a 13’ Whaler with a 40 hp Yamaha. It was dangerously fast, at least in my opinion. I was very uncomfortable at anymore than 3/4 throttle - didn’t have a speedometer so can’t say just how fast it was going.

Just because you hear the pump running, doesn’t mean it works. I’ve had 2 boats that the pump crapped out on me and needed to be replaced. One wasn’t too bad, the other took at least 1-1/2, maybe even 2 hours to replace and was VERY difficult to access.
