    Have to agree with dubs283 once the desired height is established tighten the pinch bolt on the stem, and the lever would be for the swivel function.

    Appears to me to be a livewell timer. Forgot what the number on it was but I had a Lowe bass boat and this looks very similar to the timer on that boat. Assuming you have a livewell. Further research I believe it is a Rig Rite 520 timer. Illini Doc
