    Your picture looks like it might be water droplets. When was the photo taken? - during time it wouldn't restart? If so, then that s a lot of fuel on the plates and would not be because of leaky plugs but because of excessive float height , needle valve stuck open or junk in a check ball.

    Looks like that has the 4 barrel Rochester carb on it. There were some possible sealing issues with pressed in plugs in the bottom of the bowl. Been a LONG time since I worked on a Roc, but there are others on this forum that can assist greatly. May very well be dumping the bowl contents down...

    Make sure marine rated. Not sure there even is an HEI ignition that is marine rated. And it is important.

    The other thing can help is to have the gimbal bearing aligned with the coupler perfectly. Gimbal bearings 'gimbal'. Meaning they the can twist about like an eyeball. To get them aligned, I like to put the alignment bar in all the way, then take a deadblow hammer and rap the end of the alignment...

    That engine serial number is for the transom, not the motor..

    I ignore the regular marks on the dipstick on my 4.3. I want 4.5 qts of oil in there. When I suction out the oil I pretty much get it all with a suction tube that goes down through the dipstick tube. I then put in 4.5 qts, start it and run it, and remarked my dipstick.

    What carburetor? If you post engine and drive serial numbers when posting questions it is much easier to give relevant answers.

    No one, especially these days, should assume that just because it is a new part, even OEM, that it works properly. Only way to know is to test the line pressure off the pump.

    No surprise about water damage in the upper case. As oil level drops from a leak, those bearings go dry during storage. Any water vapor in the case at all ends up coating the bearings at the top.

    No Merc mechanic ever said don't bother with an alignment after pulling and reinstalling a motor. Absolutely no brainer that everyone who works on Mercs knows/.
