    Start with the batteries. How old are they and what condition are they in? If you have a digital voltmeter check the battery voltage then check it under load like while starting the motor then measure at the starter while starting the motor.

    Measure the battery voltage with a voltmeter at the battery while cranking the motor. Then measure voltage at the starter while cranking.

    Do you have a kill switch? Even though you say the motor pops most likely it wouldn't be a kill switch problem, I'm grasping at ideas for you. Have you confirmed the carb bowls have fuel in them? Have you tried giving it a shot of starting fluid?
