    I left a drain plug out once, for a few minutes, which submerged starter and alternator. I disassembled starter and alternator the next day and used electrical parts cleaner on them, lubed and reassembled. They are still running 5 years later.

I'd pull the drive off - a 15 minute job, and even an annual maintenance job at that - you can then inspect your way from input shaft, u-joints, downward.     Oily plugs: I'm thinking valve guides, rings or intake gasket. With good compression I'm down to gasket or guides. Valve guides will show up on vacuum gauge, unfortunately so will intake gasket.

    Not to pick on anyone's work, but carb rebuilds are the most common thing to need doing again. To me, this surely sounds like yours is misbehaving.

    Unlikely a head gasket fills your motor with water. Rain and an open engine cover, a cracked block, cracked head or rotted intake.

    Couple of questions

    On muffs is fine. I sure wouldn't bother taking it out for a cruise. Pay close attention to oil level before and after. If getting water in it will show up as overfill on the stick.

    You are correct. If water coming up through the lower cable then the passageway o-ring is not sealing. You can probably JB weld that back up good enough. Inspect each year and use it.     First priority is to change oil and filter and run it to see if it gets water back in the oil. If so, then you search for the cause. The cause can be as simple as the engine cover left open and water dripping in through the carburetor. I hate to see you waste time on compression and engine tests...

    I cannot address any difference in the control module in the Voyager, but I have Delco Voyager on my boat's V6. Entire setup costs much less than replacing the failed TboltIV module I had, and so far, runs pretty much the same. No complaints at all. Been faultless.

    Confused and frustrated

    In this case a motor is a motor is a motor. Either it is getting fuel and no spark or it is getting spark but no fuel. Also, with a new to you boat you should get a compression test and see what your baseline motor condition is.
