Not having ever done it, I would suggest don't over think it.
If system works for a 4.3 it will work for you. Can get a Merc or one from Mr Cool Marine.
Tanks are always installed first then the deck is installed.Your going to have to cut out what ever is in the way and rebuild later
I had to cut out the Aft cabin bulkhead and deck above the tank
Only change need going from trans to I/O needed, connect trans wires together and make sure the neutral safety switch is connected to yel/red wire coming from ignition switch goes thru it on throttle handle
I'll add a possible change, if this motor came out of a boat which has Vee or direct shaft drive, then the connections going to the transmission need to be jumped together
That's not right, Merc has uses standard colors and hasn't changed them since maybe the 70's

There is to much compression but that so far has not shown it's the problem, just noting of a possible issue.

The insulators are white, as Scott mentioned I would expect them to be cream color.
The big issue IMO is the compression is high for a 3.0 we just don't see it that high ever unless someone has installed high compression pistons
With the motor on a stand there will be no neutral safety switch
Find the relays on the motor and find the one with a small and large Yel/Red wires.

Might be two issues,
Your meter is not reading correctly, or as Scott mentioned it was just disconnected from charger
Your reading the internet post incorrectly, or they were talking about a battery which was something other then LA bat
@gsbarry if you look long enough no matter what anyone tells you there is somewhere else which will provide a different set of facts or opinion. Your posting above is true but also need to know where it was taken from. The question of where is need to determine how it was presented.
